RULES AND REGULATIONS

In order to maintain a safe and welcoming environment for reading, learning and other library activities, the T.S. Central State Library, chandigarh requires all visitors and users to comply with the following general rule and regulations.

All visitors and users must also comply with all C.S.L ordinances.

1. Membership

  • Library access is granted to valid members only.

  • Membership is open to residents of Chandigarh and surrounding areas upon submission of required identification and proof of address.

  • Members must carry their library card at all times while using the facility.

  • Membership is non-transferable.


2. Library Timings

  • Weekdays (Monday to Saturday): 10:00 AM to 5:00 PM

  • Sunday & Public Holidays: Closed

  • Users must leave the premises promptly at closing time.


3. Borrowing Privileges

  • Members may borrow a maximum of 2 books at a time for a period of 14 days.

  • Books may be renewed once, provided they are not reserved by another member.

  • Reference books, journals, newspapers, and rare materials are not available for borrowing.

  • Late return of books will incur a fine of ₹1 per book per day.


4. Conduct Inside the Library

  • Silence must be maintained at all times.

  • Use of mobile phones is strictly prohibited in the reading and stack areas. Phones should be kept on silent mode.

  • Smoking, eating, or drinking inside the library premises is strictly prohibited.

  • Personal belongings such as bags, folders, and umbrellas must be left at the security counter.

  • The library is not responsible for the loss of any personal belongings.


5. Use of Library Resources

  • Handle books and other materials with care. Damaging or defacing library property is strictly prohibited and will attract penalties.

  • Users must not re-shelve books; all materials should be left on designated return tables after use.

  • Computers and internet facilities are provided for academic and research purposes only.

  • Downloading, gaming, or accessing inappropriate content is not allowed.


6. Children’s Section

  • Children must be accompanied by a parent or guardian at all times.

  • The Children’s Section is strictly for use by children under 14 years of age.

  • Silence must be maintained even in this section to avoid disturbing other users.


7. Disciplinary Actions

  • Violation of library rules may result in:

    • Warning or reprimand

    • Suspension of membership

    • Permanent ban from the library

  • Theft or deliberate damage of library materials will be dealt with as per legal procedures.


8. Suggestions and Feedback

  • Users are welcome to provide feedback or suggestions at the Help Desk or via the suggestion box placed at the entrance.

FAQs

Frequently Ask Question

  1. A person desirous of using the Library shall enter his/her name, address and time of entry legibly and sign in the register kept at the entrance for the purpose.
  2. Non-members can use the library resources in the Library premises with the permission of the Librarian.
  3. Strict decorum and discipline must be maintained in the Library. Users must ensure that rights of other users of the Library are not breached in anyway by their own acts of omission or commission.
  4. Library staff reserves the right to inspect bags or other personal property when visitors enter or leave the library.
  5. Library staff may ask visitors or users to show their Library card or other ID card.
  6. Library is not responsible for personal items that are lost, stolen or damaged in library premises.
  7. Documents taken out of the shelves must be left on the table. Replacing the documents on shelves by users is not encouraged as the documents may get misplaced.
  8. The users are advised not to leave expensive items with the property counter.
  9. Photocopying service is available for library members at nominal charges. All photocopying must comply with copyright provision.
  10. Some items in the Library cannot be copied because of copyright laws or brittle / fragile condition.
  11. Certain rooms and other library spaces may have additional restrictions.
  12. The discretion/decision of Librarian on any matter pertaining to Library services will be binding on the Library users.
  13. The Librarian, reserves the right to add, delete, or modify any of these rules as and when required.
  14. Library will remain closed according to Chandigarh Administration calendar’s Gazetted holidays.
  15. Suggestions on all aspects of library services are welcome.
  1. Tampering with security or safety devices
  2. Misbehavior with library staff and security staff.
  3. Use of cell phones. If readers wish to keep them while using the Library, it must be switched off/ silent mode.
  4. Eating, sleeping, talking loudly, and sitting on the floor, lying down or placing feet on the furniture.
  5. Packages, backpacks, luggage or any other unattended items are subject to immediate confiscation.
  6. Smoking, alcohol or illegal drugs, sexual conduct or lewd behavior.
  7. Readers must not take sticks, briefcases, boxes blankets, bedrolls and other such articles into the Library.
  8. Items that could potentially be used as weapons, including but not limited to sporting equipment such as baseball bats, skateboards, etc.
  9. Readers should not, underline, write, or tear pages or otherwise damage the library documents. Membership can be nullified if a member is found marking, underlining, writing, tearing pages of the books, damaging or hiding books etc.
  10. Readers are requested to handle all Library property carefully to avoid damage to it and also not to disturb other readers/users.
  11. Soliciting, petitioning, or canvassing.
  12. Selling and advertising any goods and services.
  13. Bringing in an animal.
  14. Failing to maintain appropriate personal hygiene.
  15. Viewing material deemed to be obscene, child pornography, or harmful to minors, as those terms are defined in the children’s internet protection Act and the Indian penal code.
  16. Using library computer and other material for a purpose other than that designated by the library.
  17. Moving Library furniture from where it is placed and reservation of seats.
  18. No Library material can be taken out of the Library without permission of the Librarian.
  19. Anyone who violates the rules and regulations of the Library may be debarred from using the Library facilities or other punishments due for breach of law or norms of public order and decency.

  1. The refundable security amount is Rs. 1000/- for Tri-city (Chandigarh, Mohali and Panchkula cities only) and Rs. 2000/- for outside Tri-city.
  2. Identity cards accepted for membership- Adhaar/Voter/Driving license/Passport and one Passport size photograph & one photograph through E-mail.
  3. Security is refunded once you cease to be member of this Library.
  4. Members are responsible for the safe custody of their membership cards. The duplicate card will be issued on payment of Re. 50/-. Members will be held responsible for any loss that the library may have to undergo due to the misuse of their lost cards.

  2. Reissue time allowed only on or before due date- General Members Next 14 days and For Senior Citizen Member Next 28 Days
  3. Books on loan can be recalled and the loan terminated at any time by order of the Librarian.
  4. Home delivery services for senior citizens, temporary disabled and permanently disabled people.

  8. Before leaving the counter, the member shall satisfy himself/herself as to whether the book is in sound condition and if not, shall bring the book to the notice of the Librarian/person issuing book at the counter, otherwise he/she will be held responsible for the replacement of books.
  9. Periodical publications, rare books and books from Reference Section are not issued
  10. Counter for issue/return of books will close 15 minutes before the closing time of the library.
  11. Delay fine @ Rs 1/- is charged per day per book after Due date.
  12. In case the book is lost the member shall replace the book, or pay the cost of book plus one third extra as cost escalation charges.
  13. In respect of un-priced and out-of-print books, the cost will be decided by the librarian.
  14. All users of the library are responsible for their own belongings.
